A: Generally, I would say that applications 'on file' are being kept for future positions, so there's a chance you didn't get the position, but this is in my limited experience. For all we know, some new admin type probably ticked the wrong checkbox when updating the database, and it's not to be trusted? I would strongly suggest calling them back, reminding them that they told you they would call within the week, you haven't heard anything back yet, you're wondering what the go is, etc.
